At a time when skills are increasingly essential for success in adult life, NIACE Learning Wales is concerned justin tv that adult education in Wales faces big cuts with a reduction of 37.5% in funding for Adult Community Learning, a decrease of 33% in funding for part-time Further Education Institutions 1 and cuts of 4% in local authority budgets.
"We understand that the Welsh Government has to take tough decisions on the budget, perhaps the most difficult since devolution. There is clear evidence that investment in adult learning boost skill levels and improve employability. There are also additional benefits for employers and individuals, including better health and wellbeing, community cohesion and social mobility. The benefits of this increased risk when opportunities for adults to learn are reduced.
"NIACE Learning Government will work with partners to identify the impact of these cuts and investigate justin tv ways in which the adult education sector reduce results. That greater coordination across the Welsh Government spending helps reduce the impact of the cuts. For example, there are opportunities in difficult times to investigate how it could be more of the resources allocated for CF budgets ( 75 million) and Communities 2.0 ( 20 million) and the role that community-based learning play in delivering results for these programs. "
The challenges are significant learning in Wales: PISA results show that young people in Wales lags behind the rest of the United justin tv Kingdom on basic numeracy and literacy. Wales has a higher proportion of working age adults with no qualifications than England and Scotland. Wales also has the highest unemployment rate and lowest weekly pay of all UK regions. Wales has the highest median age in the United Kingdom (41.7 years) and the highest proportion of adults justin tv with disabilities that limit their daily activities or work (14%). 78% of people living in Wales for 19 years and 19% over 65 years.
"NIACE Learning Wales is urging the Welsh Government to work with us to assess the long term impact of these cuts in the budget. As the population ages, people need to work longer and health care costs and increasing. Adults need opportunities that help them to refresh and update their skills and knowledge and to keep active. And of course as parents learn, they in turn will promote their children's justin tv success in school, helping to ensure long-term improvements in skills. We believe that this large reduction in funding for adult education in Wales can be counterproductive for economic competitiveness and national well-being in the future. "
